Dear Jodette:

Thank you for expressing your concerns about the serious problem of homelessness in America. My Administration is attacking this issue on many fronts by working to ensure access to the education, job training, housing, health care, and other resources necessary for people to become and remain self-sufficient.

My commitment to ending the cycle of homelessness is reflected in my Administration’s budget proposals. In fiscal 1995, \$1.3 billion in targeted homeless assistance funding -- up from \$1.06 billion in 1993 -- was made available to assist communities in developing local, coordinated solutions. In fiscal 1996, funding for this purpose was increased to \$1.5 billion, and I have proposed the same amount for fiscal 1997. I remain concerned about congressional proposals seeking to reverse the progress we have made, and even as we work toward a balanced budget, I will oppose short-sighted efforts that would jeopardize our most vulnerable citizens.

The federal Interagency Council on the Homeless has developed a single, coordinated federal strategy to help break the cycle of homelessness. This strategy focuses on helping communities develop a “continuum-of-care” -- housing and support services that enable homeless individuals and families to live independently. The eighteen member agencies of the Council are now working to implement the recommendations of this plan, which was widely praised at its release in 1994.

In an effort to streamline and coordinate the maze of federal assistance programs and increase local control, I proposed consolidation of the patchwork of fragmented programs within the Department of Housing and Urban Development into a single homeless assistance grant. In fiscal 1995, HUD awarded \$900 million through a single competition to 818 projects in 228 communities throughout the United States, one of the largest funding assistance grants of its type in federal history.

I believe that these efforts will help to address the problem of homelessness. I appreciate hearing your views and hope you will stay involved.
